The
Republic of Palau has officially signed its National Cybersecurity Strategy and
Policy 2026–2030, marking a significant step in strengthening the country’s
digital resilience and cybersecurity governance framework.
The
strategy was signed by President Surangel S. Whipps, Jr., following a
collaborative development process supported by the International
Telecommunication Union (ITU). The ITU Regional Office for Asia and the Pacific
provided technical assistance and advisory support throughout the policy
formulation process, working closely with Palau’s Bureau of Communications and
the Ministry of Finance.

As
part of its support, ITU facilitated national co-creation workshops in
September 2025, which were also inaugurated by President Whipps. These
engagements brought together stakeholders to shape a comprehensive national
approach to cybersecurity, focusing on institutional readiness, risk
mitigation, and long-term digital resilience.
The
newly adopted strategy is expected to guide Palau’s cybersecurity efforts from
2026 to 2030, reinforcing protections for critical infrastructure and
strengthening national capacity to respond to evolving cyber threats.
ITU
described the policy adoption as an important milestone for the country’s
digital development and reaffirmed its commitment to supporting Palau in
implementing the strategy. The organisation further emphasized its continued
role in advancing a secure, inclusive, and resilient digital future across the
Asia-Pacific region.
