Smart Africa
has taken concrete steps toward formalizing a strategic partnership with the
Japan International Cooperation Agency during the ninth Tokyo International
Conference on African Development. CEO of Smart Africa, Lacina Koné signed the
Minutes of Meetings that will pave the way for a comprehensive Memorandum of
Cooperation between the pan-African organization and Japan's premier
development agency.
The emerging
partnership focuses on three critical pillars of digital transformation: skills
development, innovation promotion, and infrastructure enhancement. This
collaboration aims to directly address the digital divide while creating
meaningful opportunities for Africa's youth population. By combining Smart
Africa's continental reach with Japan's technological expertise and development
experience, the partnership seeks to accelerate digital adoption across member
states.

The agreement
represents Japan's growing engagement with African-led digital initiatives and
recognizes the continent's potential as an emerging digital economy. For Smart
Africa, the partnership provides access to technical expertise and resources
that can support its mission of creating a single digital market across the
continent. The collaboration will specifically work to develop digital skills
among young Africans, foster innovation ecosystems, and strengthen the digital
infrastructure necessary for sustainable development.
The Minutes of
Meetings signed at TICAD9 establish the framework for what will become a formal
Memorandum of Cooperation in the coming months. This gradual approach allows
both parties to align their objectives and develop implementation mechanisms
that address the specific needs of African digital transformation while
incorporating Japan's experience in technology and infrastructure development.
