The Rwanda Civil Aviation Authority (RCAA) and the Civil Aviation Administration of China (CAAC) have signed a Memorandum of Understanding (MoU) on airworthiness certification to strengthen technical cooperation on aircraft certification and continued airworthiness.

The agreement was signed and witnessed by Minister of State Claudien Niyonsaba. It establishes a framework for technical cooperation aimed at reinforcing RCAA’s oversight capacity, including for emerging aviation categories such as electric vertical take-off and landing (eVTOL) air taxis and heavier drones.

The agreement follows the demonstration flight of the EHang EH216-S pilotless air taxi in Kigali during the 9th Aviation Africa Summit in September 2025, described as the first demonstration of its kind on the African continent.

Cooperation under the MoU will proceed in phases, based on technical assessments and validation activities.
