The
Rwanda Information Society Authority (RISA), in collaboration with the Ministry
of ICT and Innovation and the Korea International Cooperation Agency (KOICA),
has convened a Project Steering Committee meeting marking the successful
closure of a KOICA-funded initiative to strengthen digital literacy across the
country.
The
project recorded a 96.6 percent implementation rate and delivered significant
outcomes aimed at expanding digital inclusion and access to online public
services.

A
key highlight of the initiative was the substantial improvement in Rwanda’s
national digital literacy rate, which rose from below 10 percent in 2017 to
75.2 percent in 2024. This progress was largely attributed to the Digital
Ambassadors Program, which trained citizens to support digital skills
development within communities.
The
project also supported the revamping of five Service Access Points located in
Kayonza, Gatsibo, Rutsiro, Burera, and Ruhango districts. These facilities have
improved community access to smart devices and enhanced the delivery of
e-government services, particularly in underserved areas.

During
the steering committee meeting, stakeholders reviewed the project’s
achievements and formally signed a handover report outlining key results and
future priorities. The completion of the initiative is being positioned as a
milestone in Rwanda’s broader digital transformation agenda, with emphasis on
sustaining gains in digital literacy and expanding access to digital public
services nationwide.
