Togo and Poland have signed
a €24 million financing agreement to establish a Security Technology Centre
(CTS) in Lomé, marking a major step in the development of the country’s digital
security and emerging drone manufacturing capabilities.
The agreement, signed on May
18, 2026, is backed by Bank Gospodarstwa Krajowego (BGK) and represents the
first operation of the Polish public development bank in Africa, as well as the
first deployment of the European Union’s EFSD+ mechanism in Togo’s digital
sector under the Global Gateway strategy.

The Security Technology
Centre will be implemented by Cyber Defense Africa and is expected to
strengthen national infrastructure for digital security while supporting the
development of local technological capacity.
A key component of the
project includes the establishment of the Africa Drone Company, a locally based
platform for the design and production of drones in Togo. The initiative is
positioned as part of broader efforts to enhance national security systems and
technological sovereignty.
The project also includes
the creation of the National Digital Security Academy, which will focus on
training professionals in artificial intelligence, autonomous systems and
network engineering to build a new generation of digital experts in the country.

The signing ceremony brought
together senior officials from both countries, including Cina Lawson and
Krzysztof Gawkowski, alongside representatives from BGK, Asseco Data Systems
and Togo’s National Cybersecurity Agency.
Officials described the
agreement as the result of long-term cooperation aimed at strengthening digital
sovereignty and advancing technology transfer between Europe and Africa through
structured partnerships.
The initiative is expected
to position Lomé as a regional hub for cybersecurity innovation, drone
technology development and advanced digital skills training.
