Sand Technologies has announced the deployment of the first AWS Outposts infrastructure in Rwanda, marking a significant milestone in the country's digital transformation agenda and positioning it among a growing number of African nations advanceing localised cloud capabilities.
The deployment, delivered in partnership with Amazon Web Services (AWS), is the first of its
kind in the region and the third on the African continent. It is expected to
support Rwanda’s long-term Vision 2050 strategy by enabling data generated
within the country to be stored and processed locally.

The initiative is aimed at improving
the performance and reliability of public services, particularly in critical
sectors such as healthcare and public administration, where low latency and
data sovereignty are essential. By reducing reliance on distant data centres,
the deployment allows for faster processing of workloads and enhanced
operational efficiency.
Sand Technologies said the project
aligns with its broader mission to build intelligent, large-scale digital
infrastructure across Africa. The company has been working with governments
across multiple countries to design and implement systems that support national
development priorities through advanced technologies.
Commenting on the development, Fred Swaniker described the deployment as a
foundational step toward enabling advanced artificial intelligence
capabilities, real-time data analytics and next-generation digital services,
while meeting critical data residency requirements.

The initiative was implemented with
the support of the Government of Rwanda and the Rwanda
Information Society Authority, alongside contributions from ecosystem
partners including Norrsken East Africa Kigali
House.
Stakeholders
involved in the project say the deployment reinforces Rwanda’s position as a
leading innovation hub on the continent, while demonstrating the growing
importance of localised cloud infrastructure in supporting Africa’s digital
economy.
