Guinea’s
Ministry of Higher Education and Scientific Research has signed performance
contracts with Scientific Research Institutions (IRS) and Documentation and
Information Centers (CDI) as part of efforts to modernize the country’s
national research system.

The
agreements, covering the period from January 1 to December 31, 2026, were
formalized between the Ministry and heads of the respective institutions. They
are designed to promote a results-oriented management framework anchored on
clearly defined objectives, measurable performance indicators, and mutual
commitments.
Minister
of Higher Education and Scientific Research, Dr. Diaka Sidibé, indicated that
the contracts represent a strategic tool to enhance transparency,
accountability, and efficiency in the use of public resources. The initiative
also aims to strengthen the overall impact of scientific research on Guinea’s
sustainable and inclusive development.

The
Ministry noted that the adoption of performance-based management is expected to
improve governance across research institutions while aligning their outputs
more closely with national development priorities.
Through
this approach, authorities seek to institutionalize a culture of performance
within Guinea’s research ecosystem, ensuring that scientific and academic
activities contribute more effectively to economic growth and societal
advancement.
