Stakeholders’ forum highlights cybersecurity policy as key to digital Ethiopia 2030

A high-level stakeholders’ consultative forum on cybersecurity policy and legal frameworks is underway in Ethiopia, with officials and industry participants emphasizing the central role of regulation in advancing the country’s digital transformation agenda.

Opening the forum, the Deputy Director General of the Information Network Security Administration (INSA), Daniel Guta, stated that the development of comprehensive legal and regulatory instruments, including a National Cybersecurity Policy, is essential for effective governance of the sector. He described policy and legal frameworks as a critical pillar supporting Ethiopia’s Digital Ethiopia 2030 strategy.

According to INSA, the nationwide implementation of these instruments is expected to strengthen digital resilience, enhance cybersecurity preparedness, and reinforce Ethiopia’s digital sovereignty.

Deliberations at the forum are focusing on several strategic documents and initiatives, including the National Cybersecurity Policy Implementation Roadmap, the Cyber Diplomacy Roadmap, and the framework for establishing a National Cybersecurity Council. Participants are also examining regulatory approaches to satellite internet technologies and a national strategy for electromagnetic spectrum monitoring, control, and management.

In addition, discussions are being held on a proposed cyber insurance initiative, marking the first time such a framework is being formally considered in Ethiopia.

The forum brings together policymakers, regulators, and key stakeholders from the digital ecosystem, reflecting ongoing efforts to align policy, legal, and institutional structures with the country’s broader digital development objectives.

Officials say the engagement underscores Ethiopia’s commitment to building a secure, resilient, and innovation-driven digital environment capable of supporting economic growth and national security priorities.
