Rwanda’s
impressive digital transformation achievements were highlighted during a visit
by H.E. Eugene Segore Kayihura, Rwanda’s Ambassador to Saudi Arabia, to the
Digital Cooperation Organization (DCO) headquarters in Riyadh.
Deemah
AlYahya, Founding Secretary-General of the DCO, congratulated Rwanda on its
election to the DCO’s 2026 Executive Committee, recognizing the country’s
strong commitment to digital innovation and regional leadership. With over 90%
mobile money penetration and more than 200 digitized public services, Rwanda is
emerging as a digital powerhouse in Africa.
Rwanda’s
performance in digital adoption is notable, with 78.4% in health and education
and 76.3% in work and training, according to the DCO Digital Economy Navigator.

advancing digital prosperity across member states.
