Officials
from Somalia’s Ministry of Finance have concluded a knowledge exchange visit
with the Rwanda Green Fund in Kigali, focusing on strengthening Somalia’s
climate finance systems and institutional coordination mechanisms.
The
discussions centered on the implementation of a nationally owned,
whole-of-country climate finance architecture, with Somali delegates examining
Rwanda’s approach to climate finance access, reporting frameworks, and impact
assessment. The visit provided insights into Rwanda’s intergovernmental
coordination model, which participants described as structured and effective.
Somali
officials noted that the exchange aligns with Somalia’s ongoing efforts to
integrate climate action and climate finance into national development
priorities. These efforts are anchored in Vision 2060, the National
Transformation Plan, and the country’s Nationally Determined Contributions
(NDCs) and National Adaptation Plans (NAPs).

According
to the Ministry of Finance, Somalia has already established a climate finance
architecture, with implementation currently underway. The visit to Rwanda was
seen as an opportunity to refine policy frameworks and operational processes
through practical lessons drawn from Rwanda’s experience.
The
Somali delegation expressed appreciation to FCDO Services for supporting
Somalia’s climate finance access initiatives and to DAI for facilitating the
exchange program.
The
engagement forms part of broader regional and international cooperation efforts
aimed at strengthening climate finance governance, improving resource
mobilization, and enhancing the effectiveness of climate-related investments.
