The Ministry of Information and Communication Technology has launched its Five-Year Strategic Plan, setting out a comprehensive framework to guide Namibia’s digital transformation agenda from 2025 to 2030.

The plan was officially launched in Opuwo, Kunene Region, by the Minister of Information and Communication Technology, Emma Theofelus. It outlines the Ministry’s strategic priorities across five core pillars aimed at strengthening the country’s digital ecosystem. These pillars focus on the expansion of digital infrastructure, the promotion of innovation and digital skills development, improved efficiency in service delivery, the strengthening of policies and legislative frameworks, and enhanced public access to information.

Speaking at the launch, Minister Theofelus said the strategic plan will serve as a critical roadmap in advancing the ICT, media and film industries, while supporting broader national development objectives. She noted that the framework is designed to align the Ministry’s programmes and interventions with Namibia’s long-term socio-economic goals.

The Minister emphasized that the 2025–2030 Strategic Plan clearly defines the Ministry’s strategic intent and commitment to supporting national development initiatives through technology, innovation and improved access to information.

The Ministry reaffirmed its commitment to implementing the plan in collaboration with key stakeholders, as part of efforts to accelerate digital transformation and ensure inclusive growth across Namibia.
