UNDP
Egypt has signed a new joint project agreement with Egypt Post to advance Phase
IV of the national postal operator’s modernization programme, aimed at
strengthening digital transformation, enhancing financial sustainability, and
expanding inclusive public service delivery across the country.
The
agreement was signed by the UNDP Egypt Resident Representative, Ms. Chitose
Noguchi, and the Executive Chairwoman of Egypt Post, Mrs. Dalia Elbaz, in the
presence of H.E. Ambassador Khaled Anis, Assistant Minister for International
Development Cooperation at the Ministry of Foreign Affairs, alongside
representatives of partner institutions.

Phase
IV builds on a long-standing partnership between UNDP and Egypt Post that has
delivered wide-ranging reforms over the years. Previous phases supported the
renovation and upgrading of more than 4,000 post offices nationwide, the
introduction of new digital services, the establishment of a modern call centre
handling approximately 7.5 million calls annually, the rollout of a nationwide
postal code system, and the expansion of financial inclusion, particularly in
rural and underserved communities.
Speaking
at the signing ceremony, Ms. Noguchi described the collaboration as one of
UNDP’s most enduring and impactful partnerships, noting that it has transformed
Egypt Post into a modern public service institution serving millions of
citizens daily. She said the new phase reaffirms UNDP’s commitment to
people-centred digital transformation that is inclusive, sustainable, and
grounded in gender equality.

Under
Phase IV, the project will focus on strengthening transparency and
accountability within Egypt Post, embedding gender equality through a dedicated
gender strategy, and empowering women and youth as active participants in the
digital economy. The initiative will also support the positioning of Egypt
Post’s Regional Postal Training Center as a hub for South-South cooperation,
serving countries across Africa and the Middle East.
The
new phase is expected to further consolidate Egypt Post’s role as a key enabler
of digital public services and financial access, while contributing to broader
national development priorities and inclusive economic growth.
