The
Government of Mozambique has validated the bill for its National Data
Governance Policy and accompanying Implementation Strategy, marking a
significant milestone in the country’s digital transformation agenda.
The
policy framework establishes data governance as a constitutional priority,
positioning data as a strategic national asset to support good governance,
sustainable development, and the protection of human dignity. It sets out
principles aimed at ensuring transparency, accountability, and data sovereignty
while promoting innovation and improving public service delivery.

The
National Data Governance Policy is designed to strengthen privacy and security
safeguards and aligns with Mozambique’s national development objectives,
continental commitments, and global best practices. It integrates
internationally recognized standards, including ISO 27001 and ISO 29100, to
guide the management, protection, and use of data across the public sector.
Speaking
at the opening session, Mactar Seck, Chief of Emerging and Frontier
Technologies, Innovation and Digital Transformation at the United Nations
Economic Commission for Africa (ECA), said the initiative reflects an ambitious
vision to build a robust and integrated data governance framework through a
phased implementation approach. He noted that the policy positions Mozambique
to emerge as a competitive regional hub for data-driven economic activity.

With
the validation completed, attention is now turning to implementation, including
the rollout of the National Interoperability System and the launch of pilot
projects in priority sectors. These next steps are expected to translate the
policy framework into practical outcomes that support efficient data sharing,
digital innovation, and improved public services across the country.
