The
Senate of Chad has adopted a revised draft law on electronic communications,
marking a significant step toward modernising the country’s legal framework for
the digital sector.
The
adoption took place on Tuesday, December 23, 2025, during the 11th plenary
session of the Senate, which was devoted to the examination of the bill. The
session was chaired by the President of the Senate, Dr. Haroun Kabadi, and held
in the presence of the Minister Deputy Secretary General of the Government,
Saleh Bourma Ali, alongside senior government officials.

The
legislative process was supported by a detailed report presented by the Senate
Committee on Education, Research, Science and Technology. The report provided
the basis for extensive deliberations and constructive exchanges between
senators on the implications of the proposed reforms for Chad’s digital and
telecommunications landscape.
The
adopted text ratifies Ordinance No. 011/PR/2025 of August 5, 2025, which amends
Article 18 of Law No. 014/PR/2014 of March 21, 2014 on electronic
communications. The reform is intended to align national legislation with rapid
technological advancements, emerging digital uses, and evolving regulatory
requirements within the sector.

Following
the debates, the bill was passed with a strong majority, receiving 65 votes in
favour, one vote against, and one abstention. The outcome reflects broad
consensus among lawmakers on the need to strengthen regulation of electronic
communications, promote innovation, enhance the security of digital
infrastructure, and ensure equitable access to digital services.
The
reform aligns with the national development agenda championed by President
Marshal Mahamat Idriss Déby Itno, which positions digital technology as a
strategic driver of Chad’s economic and social transformation.
