The
Telecommunications and Posts Regulatory Authority (ARTP) has unveiled the
findings of a national survey on the informal postal sector. Conducted by
SOTERCO, the study revealed that over 70% of informal postal actors are
concentrated in Dakar, Thiès, and Diourbel, generating an estimated annual
turnover of more than 500 billion CFA francs, equivalent to nearly 4.7% of
Senegal’s GDP.

ARTP
Director General Dahirou Thiam highlighted that over 95% of informal actors
expressed a desire to formalize their operations, despite limited knowledge of
existing legal and regulatory frameworks. He emphasized the need for gradual
formalization, with ARTP providing support through reforms to the Postal Code,
digitalization initiatives, and the establishment of a regulatory sandbox.

The
ARTP reaffirmed its commitment to fostering an inclusive, modern, and secure
postal sector to support economic growth and e-commerce development in Senegal.
