The
Government of Togo has presented the outcomes of a four-week accelerated
digitization initiative carried out for the Ministère délégué chargé de
l'Énergie et des Ressources Minières (MDERM). The programme, led by the
Ministère de l'Efficacité du Service Public et de la Transformation Numérique
(MESPTN), marks the first full implementation of the government’s new
administrative digital transformation action plan.

The
presentation, held on December 11, 2025, was chaired by Cina Lawson, Minister
of Public Service Efficiency and Digital Transformation, alongside Robert Koffi
Messan Eklo, Minister Delegate in charge of Energy and Mining Resources.
The
project focused on five core areas, beginning with the digitization of
administrative procedures. The services of the MDERM and its affiliated
entities are now available online through a dedicated digital platform. The
initiative also included upgrades to the ministry’s technical infrastructure,
covering the deployment of local networks, IP telephony, cloud storage systems,
servers, and enhanced connectivity.

Internal
administrative processes within the ministry were digitalized through the
introduction of collaborative systems for mail handling, electronic document
management, and archiving. In addition, a Strategic Analysis Room was
established to enable real-time monitoring of the ministry’s service
performance. A sector-specific chatbot was also introduced to consolidate and
synthesize information from multiple data sources.
The
programme incorporated capacity-building efforts aimed at ensuring smooth
adoption of new digital tools. Staff across the ministry received training and
ongoing support to strengthen digital competence and sustain operational
improvements.
