The
Telecommunications and Posts Regulatory Authority of Senegal (ARTP) convened
its regulatory counterparts from Benin, The Gambia, Mali and Togo on Thursday,
11 December 2025, in Dakar to sign a series of bilateral agreements aimed at
implementing community roaming across the sub-region.

ARTP
Director General, Dahirou Thiam described the signing as “an important
milestone for West African digital integration,” noting that the agreements are
the product of several months of coordination among the respective authorities.
The framework sets out a phased harmonisation of roaming tariffs, enhanced
cooperation among national regulators and improved quality-of-service
oversight.

The
agreements mark a significant advance toward establishing a regional digital
market and expanding access to telecommunications services at more affordable
rates. Under the new arrangements, travellers moving within the participating
countries will benefit from free incoming calls for up to 30 consecutive days,
the application of local tariffs of the visited country for voice, SMS and
data, and the removal of surcharges on incoming and roaming international
traffic between signatories.
Community
roaming services are expected to launch on 1 March 2026.
