Morocco
has taken another step toward strengthening transparency and modernizing its
public administration with the signing of a partnership agreement enabling the
Ministry of Digital Transition and Administrative Reform to join the National
Portal for the Right to Information (PNDAI). The agreement was signed in Rabat
by Amal El Falah Seghrouchani, Minister Delegate to the Prime Minister in
charge of Digital Transition and Administrative Reform, and Omar Seghrouchani,
Chairman of the Committee on the Right to Information.
The
initiative aligns with the Royal Directives promoting open governance,
transparency and citizen-centred administration. It forms part of Morocco’s
broader digital transformation agenda, which seeks to create a modern and
accessible public administration capable of providing information to citizens
and legally resident foreigners in accordance with Law No. 31.13 on the right
to access information.

Under
the agreement, the Ministry and its subordinate institutions will integrate
into the national platform responsible for receiving and processing information
requests. The Ministry will appoint focal points to handle right-to-information
requests and complaints within legally established deadlines while ensuring the
proactive publication of public data, including open data, in line with current
regulatory requirements.
The
Committee on the Right to Information will provide training and awareness
programs to ministry staff to strengthen their capacity in managing requests
effectively and in compliance with legal standards. It will also offer
technical and operational support to ensure smooth integration into the PNDAI
system.
Officials
say the agreement reflects Morocco’s commitment to digital rights, open
governance and enhanced public service delivery. It also supports the Kingdom’s
broader goal of consolidating its digital transformation pathway and creating a
more transparent, accountable and citizen-oriented administration.
