WTDC-25 concludes with Baku Action Plan to drive global digital development

The World Telecommunication Development Conference 2025 (WTDC-25) has officially concluded in Baku, delivering the Baku Action Plan — a comprehensive roadmap outlining the International Telecommunication Union (ITU) Development Sector’s priorities and deliverables for the next four years.

Cosmas Luckyson Zavazava, Director of the ITU Telecommunication Development Bureau, described the conference outcomes as a pivotal step toward accelerating global digital inclusion. He emphasized that technology must be viewed not as a luxury but as an essential equalizer capable of breaking down barriers related to poverty, ignorance and marginalization.

Reflecting on the deliberations, Mr. Zavazava said WTDC-25 underscored a critical choice for nations: either stand by as spectators of the digital revolution or step forward as architects shaping its direction. He stressed the need for proactive leadership to keep pace with rapid technological change and ensure that digital transformation benefits all communities.

Under the banner of the BDT4IMPACT initiative, the ITU Development Sector committed to fully implementing the conference outcomes and driving concrete, measurable results for people, the planet and shared prosperity.

The Director of the ITU Telecommunication Development Bureau also extended appreciation to ITU Member States for their strong participation and consensus-driven engagement, noting that WTDC-25 will be remembered as a landmark development conference. He thanked the Government and people of Azerbaijan for hosting the event and providing an environment conducive to productive negotiations.

The adoption of the Baku Action Plan sets the stage for intensified global cooperation aimed at advancing inclusive, sustainable and people-centred digital development over the coming years.
