The
International Telecommunication Union (ITU) and Senegal’s Telecommunications
and Postal Regulatory Authority (ARTP) have signed a cooperation agreement to
advance the project “Fostering Digital Business Ecosystems Integrating Young
Women in Senegal – Phase 1.” The signing took place on the sidelines of the
World Telecommunication Development Conference (WTDC-25) in Baku, Azerbaijan.

The
agreement was formalised by the Director of the ITU Telecommunication
Development Bureau (BDT), Dr. Cosmas Luckyson Zavazava, and the
Director-General of ARTP, Dahirou Thiam. It establishes a framework for
collaboration between the two institutions to implement the initiative, with
detailed operational arrangements to be outlined in a specific project document
that will come into force following internal approvals within ARTP.
The
signing ceremony was held during a plenary session attended by ITU elected
officials and delegations from member states. Several countries commended the
partnership and signaled interest in adopting similar initiatives.

Speaking
on the significance of the agreement, ARTP Director-General Dahirou Thiam
emphasized that the initiative is designed to benefit young women entrepreneurs
across Senegal. He noted that strengthening women’s participation in digital
commerce aligns with national efforts to position digital technology as a key
driver of economic growth.
The
project aims to enhance the capacity of young women by providing targeted
skills training, ecosystem support, and digital tools to expand their
opportunities in the digital economy. This collaboration reflects the shared
commitment of ITU and ARTP to foster inclusive digital development in Senegal.
