Intersputnik
and the International Telecommunication Union (ITU) have signed a cooperation
agreement to enhance capacity building and digital skills development in
satellite communications and broadcasting technologies. The agreement was
concluded on 18 November 2025 during the World Telecommunication Development
Conference (WTDC-25) in Baku, Azerbaijan.
The
partnership aims to establish a sustainable and inclusive training platform to
support the professional development of specialists in the satellite
communications sector. The agreement was signed by Dr. Cosmas Luckyson
Zavazava, Director of the ITU Telecommunication Development Bureau, and Ksenia
Drozdova, Director General of Intersputnik.
Coming
at a major global ICT development forum, the partnership underscores the
commitment of both organisations to expanding access to satellite technologies
as a means of reducing the digital divide and improving global connectivity.
With increasing reliance on satellite systems to support national and regional
digital networks, demand for skilled professionals in the field continues to
rise.

The
joint initiative will include the creation of a comprehensive training
programme and an online platform that provides remote access to educational
materials and procedures. The project is expected to support the rollout of
satellite communications projects, improve service quality, and create new
opportunities for scientific and technical cooperation across borders.
ITU
and Intersputnik plan to involve industry players, government institutions,
research organisations, and other stakeholders to strengthen the programme’s
impact.
Ms.
Drozdova noted that the shortage of qualified professionals remains a barrier
to the growth of modern satellite communications systems. She emphasised
Intersputnik’s commitment to supporting young professionals and collaborating
with ITU to elevate workforce development across the industry.
Dr.
Zavazava highlighted the Telecommunication Development Bureau’s continued role
in boosting digital skills globally, adding that the partnership with
Intersputnik will support the effective use of satellite and broadcasting
technologies while advancing digital transformation efforts worldwide.
