Senegal
has entered a new phase in its digital transformation journey with the official
launch of the Startup Ecosystem, the mechanism that renders the country’s
Startup Act fully operational. The Minister of Communication,
Telecommunications and Digital Affairs, Alioune Sall unveiled the initiative,
describing it as a cornerstone of the government’s New Deal on Technology
championed by the President of the Republic.

to position digital innovation as a driver of sovereignty, employment and youth
empowerment across all regions, the Startup Ecosystem serves as a unified
platform for entrepreneurs, accredited support structures, investors, partners,
public institutions and the diaspora. The initiative is backed by the CEAC, the
commission responsible for ensuring transparency and fairness in the
implementation of the Startup Act.
Through
the new platform, entrepreneurs gain access to a clearer process for obtaining
the Startup label, navigating administrative procedures and tracking
applications. Accredited support structures receive formal recognition as
official actors within the system, while investors benefit from a more reliable
and structured pipeline of innovative projects. The ecosystem also introduces a
national framework that integrates innovation, digital sovereignty and regional
development.

The
Ministry emphasised that the success of startups relies on the strength of the
broader ecosystem rather than the efforts of individual founders. The Startup
Ecosystem aims to stimulate growth from the national data centre to local
innovation hubs, ensuring that opportunities reach both urban communities and
remote territories.
By
operationalising the Startup Act through this platform, Senegal aims to
cultivate national tech champions, generate thousands of skilled jobs and
cement its position as a leading innovation hub in Africa.
