Senegal’s
Ministry of Communication, Telecommunications and Digital Affairs (MCTN) has
held a joint training and working session with the National Assembly’s Culture,
Communication and Digital Committee as part of preparations for the 2026
Finance Bill review. The seminar is aimed to strengthen lawmakers’ capacity to
assess, analyse and monitor the Ministry’s budget programmes.

The
meeting provided an opportunity for MCTN officials to present the objectives,
performance framework and key indicators of the Ministry’s five budget
programmes. Discussions centred on major transformation priorities including
the modernisation of the communication ecosystem, development of the digital
economy, expansion of digital inclusion, reinforcement of digital governance
and sovereignty, and the strategic upgrading of the postal sector.
Officials
said the collaborative session promoted a shared understanding of sector
challenges and priorities, enabling parliamentarians to approach the upcoming
budget evaluation more effectively.

The
MCTN expressed appreciation to the Committee, its leadership and participating
deputies for their engagement, as well as to the Ministry’s technical and
administrative staff for supporting the seminar. The initiative reflects the
government’s commitment to transparent and results-driven public financial
management aligned with the Organic Law on Finance Laws.
