Senegal
and Guinea have formalized a new partnership to advance regional digital
development through the signing of a Memorandum of Understanding (MoU) at the
7th Transform Africa Summit held in Conakry, Guinea. The agreement was
announced during the three-day event organised by Smart Africa in collaboration
with the Government of Guinea, which brought together policymakers and industry
leaders from across the continent.

Senegal’s
Minister of Communication, Telecommunications and Digital, Alioune Sall,
represented his country at the summit following an invitation from Guinean
Minister of Posts, Telecommunications and Digital Economy, Rose Paula Pricemou.
The MoU marks a significant step toward deeper cooperation between the two
nations in key areas of digital transformation.
Under
the agreement, Senegal and Guinea will collaborate on the interconnection of
telecommunications networks to improve cross-border digital infrastructure. The
partnership also includes joint development of digital platforms, with a focus
on enhancing e-governance systems and public service delivery.
Both
countries committed to sharing expertise in cybersecurity, data centres and
artificial intelligence to strengthen resilience and build capacity within
their respective digital ecosystems.

Minister
Sall and the Senegalese delegation also held discussions with investors and
technology companies interested in supporting Senegal’s New Deal in Technology.
The delegation met with Germany’s Federal Ministry for Economic Cooperation and
Development (BMZ) to review ongoing projects, including PRODAP, and assess
future support opportunities under a potential second phase of the programme.
