Chad
has been elected as a member of the African Council on Artificial Intelligence
(AI), a major milestone announced during the Smart Africa Board of Directors
meeting held on the sidelines of the Transform Africa Summit 2025 in Conakry,
Guinea.
This
was disclosed by the Minister of Communications, Digital Economy, and
Digitalization, Dr. Michel Boukar who represented Marshal Mahamat Idriss Déby,
President of the Republic and Head of State, at the summit, which runs from
November 12 to 14, 2025, at the Radisson Blu Hotel in Conakry.

Organized
by Smart Africa in partnership with the Government of Guinea, the Transform
Africa Summit 2025 is being held under the theme “AI for Africa: Innovate
Locally, Impact Globally.” The event has brought together heads of state,
ministers, industry leaders, and experts to explore the transformative
potential of artificial intelligence in driving Africa’s digital and economic
development.
Dr.
Boukar described Chad’s election to the African Council on AI as a significant
recognition of the country’s growing commitment to digital transformation and
innovation. He emphasized that Africa is entering a new phase in which it is no
longer a spectator but an active participant in shaping the global digital
revolution.

“We
are living in a unique moment — one where Africa is no longer a spectator of
the digital revolution, but an actor determined to write its own equation of
progress. Artificial intelligence is not a threat to our societies; it is a
promise of a more just, inclusive, and sustainable development,” Dr. Boukar said.
The
newly established African Council on Artificial Intelligence aims to guide the
continent’s AI strategy, foster collaboration among member states, and ensure
that technological advancements align with Africa’s priorities for inclusive
and sustainable growth.
