Smart
Africa CEO and UN Broadband Commission member, Lacina Koné, has commended the
collective efforts of African regulators in advancing the continent’s digital
transformation during his address at the 15th session of the African Council of
Regulators (RAC15) in Conakry, Guinea.

Koné
expressed appreciation to Mamady Doumbouya, Director General of Guinea’s
Regulatory Authority for Post and Telecommunications (ARPT), for hosting the
event and reaffirmed the critical role of the Council in shaping Africa’s
digital future.
He
emphasized that the African Council of Regulators is more than just an advisory
body, describing it as “the beating heart of our continental leadership.” He
noted that regulators and digital stakeholders across Africa are working
together to build a unified African Digital Market anchored on trust,
inclusion, and digital sovereignty.

The
RAC15 meeting forms part of the ongoing efforts of the Smart Africa Alliance to
harmonize policies, strengthen collaboration among member states, and
accelerate the continent’s digital integration agenda.
