The
Government of Sierra Leone has signed a Memorandum of Understanding with the
SIGN Foundation to develop national blockchain infrastructure that will support
the country’s digital transformation agenda. The agreement was signed through
the Ministry of Communication, Technology and Innovation (MoCTI) and aims to
position Sierra Leone as a regional hub for emerging technologies such as
artificial intelligence and blockchain.

Under
the partnership, SIGN Foundation will lead the development of sovereign
blockchain systems including a national digital identity platform, a digital
wallet, and an asset tokenisation framework. The Foundation will work with
local institutions to support technology transfer, investment mobilisation and
capacity building.
MoCTI
will guide policy direction and ensure alignment with the national digital
agenda. Felei TechCity, the government’s innovation zone, will serve as the
coordination hub for implementation. The agreement will also facilitate
collaboration on shaping national blockchain and digital asset policies, with
the support of international best practices and expertise. Sierra Leone’s
Economic and Commercial Office in China will play a role in linking global
investors and partners to the country’s blockchain projects.

Minister
of Communication, Technology and Innovation, Salima Monorma Bah, described the
agreement as a significant milestone in building the digital foundation
required to support inclusive growth, improved public services and sustained
technological leadership.
A
strategic implementation roadmap will guide rollout, focusing on digital
identity infrastructure, blockchain-enabled payment systems, wallet integration
and asset tokenisation as part of efforts to build a resilient and inclusive
digital economy.
