The
Luxembourg Space Agency (LSA) and the European Space Policy Institute (ESPI)
have signed a new bilateral agreement to strengthen cooperation in European
space policy, research, and education. The announcement was made on October 29,
2025, during the 19th ESPI Autumn Conference in Vienna, themed “Europe as a
Space Power.”
The
agreement was formalized by LSA Deputy CEO Mathias Link and ESPI Director H.
Ludwig Moeller. It aims to enhance collaboration in three key areas: research,
networking, and education. Under the agreement, both institutions will conduct
independent research to inform Luxembourgish and European policymakers,
establish a European and international network promoting space policy dialogue,
and support educational initiatives to develop talent for the European space
sector.

Priority
areas identified in the partnership include “Prosperity through Innovation,
Industry & Finance,” “Discovery through New Destinations & Space
Resources,” and “Empowerment through Space Education & Upskilling.”
LSA,
established by Luxembourg’s Ministry of Economy in 2018, views international
cooperation as a cornerstone of its national space strategy. Mathias Link
emphasized that European collaboration in space is essential for shared
progress and sustainability, while Luxembourg’s Minister of the Economy, SME,
Energy & Tourism, Lex Delles, described the partnership as a step toward
reinforcing Luxembourg’s leadership in the global space ecosystem.
ESPI
Director H. Ludwig Moeller highlighted that the agreement will foster informed
dialogue, strengthen cooperation, and promote public benefit across Europe’s
growing space policy community.
