The
Chief Executive Officer of the Rwanda Information Society Authority (RISA), Antoine Sebera, has outlined
Rwanda’s ambitious vision for leveraging artificial intelligence (AI) to drive
inclusive and scalable innovation across the country.
Speaking
at Mobile World Congress (MWC) Kigali
2025, Mr. Sebera highlighted Rwanda’s National Artificial Intelligence Policy,
which focuses on developing skills, strengthening digital infrastructure,
enhancing governance, and fostering collaboration to build a trusted,
people-centered AI ecosystem.

He
emphasized that Rwanda’s approach to AI is rooted in inclusivity and
sustainability, ensuring that emerging technologies deliver tangible benefits
to citizens, businesses, and communities.
“Our
goal is to ensure that AI becomes a catalyst for national development — not
just through technology, but through empowerment and opportunity,” Mr. Sebera stated.
He
further noted that innovative measures such as infrastructure sharing among telecom operators, AI-native investments in networks,
and nationwide digital literacy
programs like the Digital
Ambassador Initiative are central to Rwanda’s strategy for
expanding digital access and adoption.

Through
these initiatives, Rwanda aims to strengthen its position as a regional leader
in digital transformation and ensure that artificial intelligence contributes
meaningfully to socio-economic development across Africa.
