The
Nigeria Data Protection Commission (NDPC) has participated in the Digital
Government Africa (DGA) Summit 2025, held in Lusaka, Zambia. The Summit, which
was officially opened by the President of Zambia, Mr. Hakainde Hichilema,
brought together leaders and experts across the continent to deliberate on
advancing digital governance in Africa.
The
National Commissioner and CEO of the NDPC, Dr. Vincent Olatunji, was
represented at the Summit by Ms. Ibukunoluwa Owa from the Commission’s Legal,
Enforcement and Regulation Department. Ms. Owa led the NDPC delegation and
represented Dr. Olatunji in a panel discussion focused on the theme, “Resilient
Digital Governance: Cybersecurity, Data Protection, Infrastructure Gaps,
Digital Inclusion and Accessibility.”

During
her presentation, Ms. Owa highlighted Nigeria’s national cybersecurity
strategy, outlining its legal framework, coordination mechanisms, and
institutional response systems. She noted that while significant progress has
been made, challenges such as low compliance levels, poor data protection
literacy, deliberate neglect, and inadequate funding continue to hinder full
implementation.
She
emphasized the NDPC’s balanced approach to addressing these issues through a
combination of enforcement measures and collaborative engagement with both
public and private sector stakeholders. Ms. Owa further stressed the importance
of shared responsibility and sustained commitment in strengthening
cybersecurity and promoting robust data protection and privacy across Nigeria.

The
Summit attracted high-profile dignitaries, including the Governor of Zamfara
State, Dauda Lawal; Deputy Governor of Benue State, Samuel Ode; Head of the
Nigerian Civil Service, Mrs. Didi Esther Walson-Jack; Sierra Leone’s Minister
of Finance, Hon. Sheku Fantamadi Bangura; and Nigeria’s Acting High
Commissioner to Zambia, Mrs. Chinyere Epelle, among others.
