The Ministry of
ICT & National Guidance has successfully embarked on training more than
1,230 refugees through its partnership with the International Computer Driving
Licence (ICDL) Africa. This initiative forms part of Uganda's broader strategy
to create an inclusive digital economy that leaves no one behind.
The Digital
Skilling for Refugees Program has provided participants with internationally
recognized certifications in critical digital competencies including Computer
Essentials, Cybersecurity, Digital Marketing, Data Analytics, and Web Editing.
Implemented across multiple locations including Arua, Koboko, Kiryandongo, and
Kampala, the program has created pathways to employment, entrepreneurship, and
community development for displaced populations.

Dr. Aminah
Zawedde, Permanent Secretary of the Ministry of ICT & National Guidance, noted
the program's transformative impact: "Training refugees alongside host
communities demonstrates our commitment to making a digitally skilled Uganda a
reality for all." The initiative aligns with Uganda's Digital
Transformation Roadmap and the Digital Uganda Vision, which prioritize
equitable access to digital opportunities.
Beyond direct
beneficiary training, the program has strengthened Uganda's digital ecosystem
through multiple channels: capacity building for 48 ICT teachers, business
development support for 137 refugee-run enterprises, and skills enhancement for
government communication officers across ministries.
ICDL Africa,
the program's implementing partner, brings global standards in digital literacy
certification to Uganda's displacement settings. The organization's focus on
practical, employment-oriented skills ensures participants gain immediately
applicable competencies in today's digital economy.
The Ministry
plans to expand the program's reach, with future phases expected to incorporate
emerging technologies and advanced digital specializations. This expansion will
further solidify Uganda's position as a leader in innovative digital inclusion
strategies on the continent.
