The Ivorian
government has formally endorsed Isaac Gnamba-Yao, Director General of La Poste
de Côte d'Ivoire, as its candidate for Deputy Director General of the Universal
Postal Union (UPU). Foreign Minister, Léon Kacou Adom and Digital Transition
Minister, Kalil Konaté jointly announced the candidacy during an official
ceremony in Abidjan ahead of the September 2025 UPU elections in Dubai.
Minister Adom
highlighted Gnamba-Yao's continental leadership as Chair of the UPU Board of
Directors for the 2022-2025 Abidjan cycle, noting his proven ability to unite
diverse postal administrations. "His recognized expertise and
consensus-building record make him ideally suited to strengthen the UPU's
global mission," Adom stated.
Mr. Konaté
emphasized the candidate's transformative vision for modern postal services,
citing his successful reforms of Côte d'Ivoire's national postal system.
Gnamba-Yao's four-pillar platform prioritizes e-commerce expansion, digital
financial inclusion, cross-border cooperation, and sustainable postal
operations – all critical areas for emerging economies.
"Postal
networks remain vital infrastructure for inclusive development," Gnamba-Yao affirmed, pledging to champion innovation while
preserving universal service obligations if elected. His candidacy reflects
Africa's growing influence in global postal governance following the UPU's
Abidjan Cycle strategic planning period.

The September
vote presents an opportunity for Côte d'Ivoire to consolidate its leadership in
postal sector modernization, building on its domestic reforms and regional
coordination experience. Gnamba-Yao's technical expertise and pan-African
endorsement base strengthen his bid to help steer the 192-member UN specialized
agency through digital transformation challenges.
