Senegal and
Vietnam have taken a significant step toward deepening bilateral cooperation in
digital innovation and telecommunications during a high-level meeting in Dakar.
A Vietnamese delegation, led by the Deputy Minister of Science and Technology
and the Deputy CEO of Viettel, Vietnam’s largest telecom operator, met with
Senegal’s Minister of Communication, Telecommunications and Digital Affairs,
Alioune Sall, to explore strategic partnerships in technology transfer, digital
infrastructure, and universal service expansion.

The
discussions, held as part of the official visit by the Chairman of Vietnam’s
National Assembly, underscored the shared ambition to leverage digital
transformation as a catalyst for sustainable development. With over 150
Vietnamese representatives in attendance—including parliamentarians and
officials from key sectors such as agriculture—the meeting highlighted the
potential for multi-sector collaboration between the two nations.

Vietnam,
recognized for its advancements in network coverage and digital inclusion,
expressed strong interest in supporting Senegal’s digital ambitions through
knowledge sharing and infrastructure development. Minister Sall reaffirmed
Senegal’s commitment to strengthening ties in critical areas such as technology
transfer, capacity building, and the rollout of resilient digital
infrastructure.

This
partnership aligns with Senegal’s New Deal for Technology, a strategic
initiative championed by President Bassirou Diomaye Faye to position the
country as a sovereign and inclusive digital hub by 2034. By drawing on
Vietnam’s expertise in telecommunications and innovation, Senegal aims to
accelerate its digital transformation, ensuring broader access to connectivity
and fostering homegrown tech solutions.
