Digital Development Agency
(ADD) Director General, Amine El Mezouaghi has outlined Morocco's comprehensive
approach to building an equitable digital society during his keynote at the 2nd
Digital Summer University. Speaking before policymakers and industry leaders,
El Mezouaghi stressed that trustworthy digital transformation requires more
than technical solutions – it demands systemic inclusion and robust data
protection frameworks.

The high-level panel on
Inclusive Digital Governance and Data Protection brought together National Data
Protection Commission (CNDP) Chair Omar Seghrouchni and private sector leaders
to examine Morocco's strategy for balancing innovation with citizen rights. El
Mezouaghi detailed ADD's "security-by-design" methodology, which
embeds data protection and accessibility requirements into all digital projects
from inception.
"True digital inclusion
means adapting services for vulnerable groups while ensuring rural communities
benefit equally from technological progress," stated
the ADD chief. The agency is implementing localized support systems through
infrastructure sharing, regional digital ambassadors, and simplified interfaces
for micro-enterprises – Morocco's economic backbone representing 95% of
businesses.

The discussion highlighted
Morocco's dual focus on regulatory compliance and capacity building, with ADD
currently training over 5,000 public servants in data governance. Private
partners showcased practical applications, including Decenture's accessible
platforms for persons with disabilities and Ornisec's cybersecurity solutions
tailored for small businesses.
