The Independent
Communications Authority of South Africa (ICASA) is playing a pivotal role at
the World Summit on the Information Society (WSIS) 2025, advocating for
progressive spectrum management and inclusive digital policies. Led by its
Chairperson and CEO, the South African delegation is contributing to critical
discussions on governance frameworks that balance innovation with universal
access.
ICASA's
participation included the influential WSIS Heads of Regulators Round Table,
where the Chairperson emphasized the need for adaptive regulatory approaches in
fast-evolving digital landscapes. The authority also contributed to the
high-level panel "When Policy Meets Progress," examining how
forward-looking regulation can bridge digital divides while fostering
technological advancement.

Key focus areas
included spectrum allocation strategies for rural connectivity, affordability
mechanisms for underserved communities, and digital literacy programs tailored
for diverse populations. These discussions align with South Africa's National
Digital and Future Skills Strategy, which prioritizes equitable access as
foundational for economic growth.
The authority's
engagements reinforced South Africa's commitment to shaping global digital
policies that reflect developing nations' realities, particularly in spectrum
governance and infrastructure sharing models.
