The Independent
Communications Authority of South Africa (ICASA) has officially sworn-in three
newly appointed Councillors at a ceremony held at the regulator’s Centurion
headquarters. The event presided over by the Honourable Prof JCW van Rooyen SC,
former Acting Judge of the High Court of South Africa, ensures ICASA now
operates with a fully constituted Council of nine members as mandated by
Section 5 of the Electronic Communications Act (Act No. 36 of 2005).

Dr Charles
Lewis, Dr Joshua Tshifhiwa Maumela, and Mr Andrew Dibi Matseke took their oaths
of office, pledging to serve with integrity and uphold the public interest in
regulating South Africa’s electronic communications, broadcasting, and postal
sectors. Each Councillor will serve a four-year term, contributing to ICASA’s
mission of ensuring fair and efficient industry oversight in line with the
Constitution and the ICASA Act.

The swearing-in
ceremony underscores ICASA’s commitment to strengthening governance and
regulatory frameworks in South Africa’s rapidly evolving communications
landscape. With the Council now at full capacity, the Authority is
well-positioned to address key challenges in digital transformation, spectrum
allocation, and universal service access, while fostering competition and
innovation in the sector.

The newly
appointed Councillors bring a wealth of expertise in telecommunications, policy
development, and regulatory affairs. Their induction comes at a crucial time as
ICASA continues to play a pivotal role in shaping South Africa’s digital
future, ensuring that regulatory decisions align with the nation’s
socio-economic development goals.
