During the meeting, the ITU Council Working Group convened to develop the organization’s Strategic and Financial Plan for the 2028–2031 period. The discussions focused on setting clear priorities, aligning financial resources, and ensuring measurable outcomes in response to the evolving digital landscape.

The planning process builds on reforms and transformation efforts implemented over the past three years, with a continued emphasis on expanding connectivity, bridging the digital divide, and strengthening the ITU’s role in global digital development.

The outcomes of the retreat are expected to guide the Union’s efforts to support member states in adapting to emerging technologies while advancing inclusive and sustainable digital transformation worldwide.
