Uganda has launched a
National Communication Policy aimed at strengthening government communication
capacity, improving coordination across public institutions and increasing the
use of digital platforms and emerging technologies.
The policy was launched by
Rt. Hon. Justine Kasule Lumumba, Owek. Hon. Joyce Nabosa Ssebugwawo and
Permanent Secretary Dr. Aminah Zawedde, according to the Ministry of ICT and
National Guidance.
The policy focuses on four
strategic objectives, including strengthening government communication capacity
by building the skills of communication officers, improving institutional
capacity and ensuring that communication is integrated into decision-making and
programme planning.
It also seeks to synchronise
communication processes and systems across Ministries, Departments, Agencies
and Local Governments to minimise fragmented messaging and improve information
sharing.
Another objective is to
increase digitisation in communication by leveraging digital platforms and
emerging technologies to improve the reach, speed and efficiency of government
communication while ensuring that citizens who face digital access barriers are
not excluded.
The policy also aims to
improve value addition from communication by ensuring that it contributes to
public understanding, citizen engagement, uptake of government services and
measurable development outcomes.
