Algeria has called for a
shift from broad principles to concrete implementation measures in global
artificial intelligence governance, emphasizing the importance of technology
transfer, capacity building and reducing the digital divide.
The call was made by the
Minister of Posts and Telecommunications, Sidiali Zerrougui, during the
inaugural Global Dialogue on Artificial Intelligence Governance organized under
the auspices of the United Nations in Geneva on 6 July 2026.
Leading a high-level
Algerian delegation, Zerrougui participated in discussions involving
representatives from more than 100 countries aimed at developing a shared
international vision for the governance of artificial intelligence.
The forum, opened by United
Nations Secretary-General António Guterres, focused on themes including the
creation of a global AI governance framework, narrowing digital gaps between
countries, strengthening international coordination, promoting responsible and
ethical AI use, supporting technology transfer, building human capacity and
expanding digital infrastructure in developing economies.
In his address, Zerrougui
said artificial intelligence has evolved beyond a purely technological issue
and has become a matter of development and national sovereignty. He stressed
that global AI governance must be inclusive and equitable, ensuring that countries
on a growth trajectory participate in the design and development of AI systems
rather than remaining solely consumers of the technology.
The minister also urged the
international community to move from general declarations to practical
operational mechanisms that support capacity building, knowledge sharing and
technology transfer, particularly for developing countries seeking to strengthen
their participation in the global digital economy.
Algeria said its
participation in the dialogue reflects the country’s commitment to contributing
to a balanced international AI governance system that supports sustainable
development, respects state sovereignty and advances the shared interests of
the international community.
