Founding Secretary-General
of the Digital Cooperation Organization (DCO), Deemah AlYahya, has extended
congratulations to the Government of Rwanda and President Paul Kagame following
the country’s achievement of a Tier III certification for its national teleport
facility.
The certification marks a
historic milestone, making Rwanda’s facility the first in Sub-Saharan Africa
and the first operated by a national space agency globally to attain such
recognition. It significantly enhances the country’s capacity to connect satellites
in orbit with terrestrial networks, strengthening services in broadband
connectivity, Earth observation, and data transmission.
In her remarks, AlYahya
specifically commended President Kagame’s leadership, highlighting Rwanda’s
sustained commitment to long-term digital transformation and strategic
investment in critical infrastructure.
She noted that Rwanda’s
progress reflects a deliberate national approach that prioritizes foundational
systems, including nationwide fibre connectivity and emerging space and digital
technologies, as key enablers of future economic and technological growth.
AlYahya recalled earlier
engagements with Rwandan leadership, including discussions with President
Kagame and Minister of ICT and Innovation Paula Ingabire, describing Rwanda’s
digital vision as both ambitious and consistently implemented.
She emphasized that the
achievement demonstrates that digital transformation is driven not only by
technology adoption, but also by strong leadership, infrastructure investment,
and institutional readiness.
The DCO Secretary-General
reaffirmed the organization’s support for Rwanda’s digital ambitions and its
continued efforts to advance inclusive digital prosperity across member states.
